SB 84 aa concerning revenue items to implement the governor's budget

Implements the governor's budget recommendations, including expanding R&D tax credits to pass-through entities, eliminating licensing fees for high-demand trades, providing employer tax credit incentives for offering ICHRAs, decoupling state tax policy from tax benefits for businesses for qualified production property investments that were included in last summer’s federal One Big Beautiful Bill, and proposes another adjustment to the state’s volatility cap to fund a one-time tax rebate to families making under $400,000. CBIA supports the tax credit proposals, but has concerns about the proposal to decouple from federal tax code for QPP investments and the proposed adjustment to the volatility cap.

Status: Awaiting Action (Senate)

implements the governor’s capital spending recommendations. The bill includes new proposed bonding authorizations, including $150 million in additional funds for the construction of a new Windham Technical High School and $10 million for a new authorization that would provide loan opportunities in response to the federal changes to the Grad PLUS subsidized loan program that would eliminate this program for new students and would phase out support for existing students. students and would phase out support for existing students. SB 86 an act addressing innovations in and the responsible use of artificial intelligence

Status: Awaiting Action (General Law Committee)

Governor’s proposal to require developers of AI companion models to prioritize safety by establishing protocols that can identify and recognize specific mental health needs and refer distressed users to crisis services if needed. The bill also expands the state’s Open Data Portal by directing agencies to release AI-ready datasets that could be useful for artificial intelligence systems, machine learning and other statistical means of data analysis to create economic opportunity and support state economic development goals. Additionally, the bill directs multiple executive branch agencies to collaborate and develop a proposal by 2027 for an AI regulatory sandbox to make Connecticut the most attractive state in the region for AI development in targeted industries: insurance, finance, and health services.
