Implements the governor’s proposals regarding social media restrictions for minors by requiring accounts to be automatically set to private; allow minors to only receive messages from accounts they are subscribed to; disable notifications to minors from 9 pm to 8 am; require the feed for minors to only be comprised of posts from accounts the user is subscribed to; require a one-hour limit on specified portions of the platform where algorithms are used; and require a Surgeon General warning label about the mental health dangers social media poses when logging on to a platform. Minors can opt out of these settings with parental consent. The bill also requires social media platforms to annually report to the state the number of minors on their platform, the number of minors with parental consent to use addictive algorithms, and the average amount of time per day a minor spends on the platform, broken down by both age and time of day.
