The bill also establishes a structural efficiency dividend to be applied to the reduction of public benefits charges on electric bills if more payroll taxes are collected than employee tax credits are issued. Requires the Secretary of the Office of Policy and Management to (1) submit an implementation plan that includes a workforce and productivity gap surcharge on employers to recapture lost revenue from displaced employees while providing a permanent tax exemption for increased productivity achieved through the augmentation of a stable workforce using collaborative technology, and (2) adopt policies and procedures to implement such plan if the General Assembly fails to enact such plan by July 1, 2027.

HB 5003 an act concerning workforce development and working conditions in the state

Status: Awaiting Action (House)

Upends existing workers’ compensation system by requiring healthcare providers to pay “assaulted” employees unlimited full salary and benefits, would deny companies making acquisitions from releasing employees of the acquired business for 90 days, and would require businesses to pay employees a full day of wages when a shift is cancelled due to weather. Non-compliance can lead to a private right of action.
